Though you can do as you've done it seems to me you will be making a mess. When you unzip the source package in step #2 you will get a new folder named dbp.

Try a newer version of Gimp(2.2.7) if you want to use the newer plug-in. Also, you can simply copy the binary you are 'trying' to build to the proper place.(once you build it!) Gimptool does this (copies to the proper folder)for binaries, otherwise it builds them if there is the proper build script provided.
